Jeff Lovinger joined the firm in 1996. His practice
focuses on energy and utility law. Jeff advises
clients regarding transmission issues,
hydroelectric licensing and compliance, generation
interconnection, net metering, municipal
franchises, service agreements, line extension
agreements, system undergrounding, construction,
engineering and procurement contracts, eminent
domain and other real property issues. He
represents clients before state and federal courts,
before state public utility commissions, and before
the Federal Energy Regulatory Commission. He
regularly represents clients in rulemaking
proceedings and on legislative advisory committees
and he has considerable experience drafting
administrative rules and proposed legislation. He
has extensive experience advising energy and
utility clients on matters of environmental
compliance, including compliance with the National
Environmental Policy Act, the Endangered Species
Act, and the Clean Water Act. Jeff has broad
experience on transmission and interconnection
issues including matters related to the Federal
Energy Regulatory Commission's Order 888 and its
prodigy.
Jeff is accustomed to managing and successfully resolving complex negotiations involving multiple stakeholders and competing regulatory and policy imperatives. He regularly negotiates interconnection agreements, franchise agreements, line extension agreements, underground conversion agreements, construction agreements, easements, and has negotiated numerous complex settlements, a regional habitat conservation plan, and a regional hydropower coordination agreement. He has extensive experience working closely with in-house counsel and with his clients' other outside attorneys.
Before joining the firm, Jeff litigated complex tort cases, clerked for the disciplinary counsel of the Oregon State Bar, clerked for a Washington state trial judge, and clerked for Federal District Court Judge Robert E. Jones.
